AUDIT DIVISION
Internal Audit Division
The Internal Audit Division is responsible for providing an independent assurance and advisory function concerning risk management, good governance, and the implementation of internal control systems within the main office divisions of the Department of Buddhist Affairs, its affiliated regional offices, and the places of worship (temples/viharas and devales) managed under Section 4(1) of the Buddhist Temporalities Ordinance. Furthermore, this division carries out the auditing of these places of worship and provides guidance to them.
Key Functions of the Internal Audit Division
Examining the financial and physical progress and the accuracy of account reports at the end of each quarter, in accordance with the annual action plan, to ensure the Department’s objectives are achieved.
Reviewing and assessing whether adequate internal control systems are in operation.
Verifying whether assets are protected from loss.
Checking compliance with the Establishments Code, Financial Regulations (FR), Treasury Circulars, and institutional circulars.
Determining the reliability of accounts and other reports, and ascertaining whether the existing accounting system provides for the preparation of accurate financial statements and the necessary information.
Evaluating the effectiveness of internal control systems implemented to prevent and detect waste, underutilization, and excessive expenditure.
Convening, holding, and reporting on Audit and Management Committee Meetings.
Assessing the quality of performance of the staff in fulfilling the responsibilities assigned to them.
Conducting audit activities in places of worship managed under Section 4(1) of the Buddhist Temporalities Ordinance No. 19 of 1931.
Conducting special investigations when necessary and submitting investigation reports.
Assisting the Commissioner General in performance evaluation.
Assisting in the strengthening of the internal control system.
The Relevant Officer
The Department of Buddhist Affairs is the central government institution responsible for safeguarding, promoting, and administering the Theravāda Buddhist tradition in Sri Lanka through the guidance of temples, clergy, and community services.
