Procedures for Services and Development Activities

1. Provision of Financial Assistance for Dhamma School Development Activities

  1. Request letter from the Viharadhipathi Thera (Chief Incumbent of the Temple) / Aramadhipathi Maniyanthense (Chief Nun of the Convent).

  2. Duly completed application form issued by the Department of Buddhist Affairs.

  3. Recommendation from the Venerable Registrar Thera of the Divisional Sasana Rakshaka Mandalaya (Council for the Protection of the Sasana).

  4. Priority list with the recommendation of the Divisional Secretary.

2. Provision of Assistance for Higher Ordination (Upasampada) Ceremonies for Monks

  1. Letter informing about the Upasampada ceremony from the Mahanayaka Thera or Registrar Thera of the Nikaya (Fraternity).

  2. Nominal roll (list of names) of the monks aspiring for Upasampada.

    (Must be submitted before the date of the Upasampada.)

3. Payments for Tri-Nikaya Headquarters

  1. Nominal roll of drivers and labourers employed at the Tri-Nikāya Headquarters.

  2. Request letter from the Registrar Thera of the Nikaya.

4. Registration of Dasa Sil Matha (Ten Precept Nuns) Convents (Aramaya)

  1. Duly completed application form issued by the Department (Form No. DBA/DE/AR/001).

  2. Documents proving ownership of the land where the convent is located (Deeds/Permits).

  3. Recommendation from the Divisional Secretary.

  4. Recommendation from the Registrar Mathense (Nun) of the District Sil Matha Association.

5. Registration of Sil Matha (Nuns)

  1. Duly completed Departmental application form.

  2. Copy of the birth certificate.

  3. Signature of the Venerable Acharya Matha (Preceptress).

  4. Recommendation from the District Sil Matha Association.

6. Issuance of Disrobing/Laicization Certificates (Upavedi) for Sil Matha (Nuns)

  1. Duly completed Departmental application form for disrobing.

  2. Recommendation from the Acharya Sil Mantha (Preceptress Nun).

  3. Recommendation from the District Sil Matha Association.

  4. Copy of the birth certificate.

  5. Copy of the registration certificate.

7. Issuance of Identity Cards for Sil Matha (Nuns)

  1. Duly completed application form.

  2. Recommendation from the Registrar Sil Matha (Nun) of the District Sil Matha Association.

  3. Recommendation from the Divisional Secretary.

8. Payments for Sil Matha District Meetings

  1. Copy of the meeting report.

  2. Attendance register with the signatures of the Sil Matha who participated in the meeting.

9. Student Nun Enrollment for the Mūlaṭiyana Piyadāsa Ratnayake Memorial Sil Matha Training Institute

  1. Request letter from the student nun.

  2. Recommendation from the Acharya Meheninwahanse (Preceptress).

10. Conducting Payments for Teachers of Sil Matha Educational Institutes

  1. Attendance register of the academic staff and student nuns of the relevant educational institute.

  2. Request letter from the Aramadhipathi Meheninwahanse (Chief Nun) of the educational institute.

11. Registration of Temple Task Forces/Action Committees (Viharayasthana Karya Sadhaka Samiti)

  1. Duly completed set of application forms.

  2. The completed application must be submitted to the Department of the Registrar of Companies.

12. Allocation of Financial Provisions for the Funeral (Adahana Pūjotsava) of Deceased Monks/Nuns

  1. Fax message or official letter sent by the Divisional Secretary confirming the demise of the monk/nun and the holding of the funeral ceremony.

  2. Relevant bills/invoices.

13. Payment of Travel Expenses for Divisional and District Sasana Rakshaka Mandalaya Activities

  • The General 35 Voucher signed by the Registrar Thera of the District/Divisional Sasana Rakshaka Mandalaya must be submitted to the Department.

14. Conducting Payments for Equipment in Sasana Rakshaka Mandalaya Offices

  1. Request letter from the Registrar Thera.

  2. Recommendation from the Divisional Secretary.

15. Registration of Temple Dayaka Sabhas (Lay Patrons’ Councils) and Aramaya Dayaka Sabhas

  1. Duly completed application form.

  2. Recommendation from the Divisional Secretary.

  3. Temple registration certificate.

16. Registration of Aṭa Pirikara (Eight Requisites) Manufacturing Institutions and Sales Outlets

  1. Obtaining the relevant application form from the Divisional Secretariat or the Department.

  2. Recommendation from the Buddhist Affairs Coordinator.

  3. Recommendation from the Venerable Registrar Thera of the Sasana Rakshaka Mandalaya.

  4. Recommendation from the Divisional Secretary.

  5. Standardization certificate issued by the Sri Lanka Standards Institution and a copy thereof.

Duties Carried Out by the Development Division

  1. Activities related to the Kelaniya Sil Matha Educational Institute, Anuradhapura Sanghamitta Educational Institute, and Mūlaṭiyana Sil Matha Educational Institute.

  2. Maintenance of Nikāya Headquarters operations.

  3. Registration activities for Aṭa Pirikara sales outlets.

  4. Updating the data system of the Development Division.

  5. Purchasing books under the Lēkhakādhāra (Clerical Aid) scheme.

  6. Conducting training programs for monks.

  7. Handling matters related to Bill Drafts/Legislation.

  8. Conducting training programs for nuns (Sil Mathas).

  9. Activities of the Saṅkṣipta Tripiṭaka Maṇḍalaya (Concise Tripitaka Council).

  10. Coordination of the Inter-Religious Harmony Committee.

  11. Activities related to the State Poson Festival.

  12. Activities held for the performance of religious rites on the National Independence Day.

  13. Sanghamittā Guṇa Samaru Ulela (Commemoration Ceremony).

  14. Conducting Upasampadā (Higher Ordination) ceremonies.

  15. Activities related to the holding of Relic Exhibitions.

  16. Honouring artists, craftsmen, and scholars.

  17. Buddhist Encyclopedia activities.

  18. Digitalization of the Tripitaka.

  19. Registration of Temple Dayaka Sabhas and Convent Dayaka Sabhas.

  20. Mihindu Niwana Housing Project.

  21. Registration of Task Forces/Action Committees.

  22. Transfer of vehicles belonging to Task Forces.

  23. Activities of the Temple Sasana Rakshaka Mandalaya.

  24. Provision of assistance to Dhamma Schools.

  25. Registration of Sil Maniyanthense and issuance of Disrobing Certificates.

  26. Registration of Sil Matha Convents and New Religious Centers.

  27. Activities related to the National Sil Matha Association and District Sil Matha Associations.

  28. Matters related to the Bhikkhuni Sāsana (Order of Nuns).

  29. Duties related to the Sil Matha Act.

  30. Preparation of the Annual Action Plan.

  31. Preparation of Monthly/Quarterly Progress Reports.

  32. Provision of funds for Funeral Ceremonies.
